It might be more useful to have these as an empire pack that is not "PDX prescripted empires", because you can not control the spawning of these. Hence people are using "no PDX prescripted empires mods" just because of that, because they want to switch spawning on / off or force spawning in certain situations. Maybe you want to consider that and have a version that is not "prescripted" empires but a simple empire pack.
