Adds Germany as a mission sponsor and DLR Administrator as commander profile. Designed to be hard at the beginning, but with the potential to grow strong during the course of the game. That's at least what I intended, no guarantees.

Boni:
- 50% reduced penalty for workplaces and services in other domes
- gain funding when researching technology. Extra funding and applicants when it's a breakthrough.
- specialists perform better
- supply pods are 50% cheaper
- Prefabs are cheaper and stored more efficiently

Drawbacks:
- reduced applicant generation rate
- reduced birthrate (increases over time until it normalizes after 100 Sol)
- new rockets are more expansive (5B per rocket)


Commander - DLR Administrator
- Drones are optimized over the course of 100 Sol (just like the inventor)
- Buildings are optimized over the course of 100 Sol, increasing production by up to 25%
